In 2008, a federal jury convicted the Holy Land Foundation, once the largest Muslim charity in the United States, and several of its leaders on all counts related to providing material support to Hamas. The prosecution's evidence included an internal Muslim Brotherhood planning document known as the Explanatory Memorandum, which described a strategy of civilizational work inside the United States. The case remains the largest terrorism-financing prosecution in U.S. history and the primary documentary source for claims about Brotherhood-affiliated organizational networks in North America and Europe.

What the Record Does Not Establish
The record does not establish that every organization or individual associated with Brotherhood-linked networks in the decades since the Holy Land Foundation case shares the same operational goals described in the 1990s-era Explanatory Memorandum. It does not establish a Canadian government terrorism designation of CAIR; that specific claim does not hold up against Canada's own published list and should not be repeated. The strongest rival explanation for the broader Brotherhood-network claims is that a real historical prosecution and a real internal planning document have since been used, sometimes accurately and sometimes well beyond what they can support, to characterize a much wider and more loosely affiliated set of organizations decades later.
