The New York Times reported in November 2023 that Israeli officials obtained Hamas's roughly 40-page attack blueprint, code-named Jericho Wall, more than a year before October 7 and dismissed it as aspirational. [DOCUMENTED]
A veteran signals-intelligence analyst warned three months before the attack that Hamas had conducted a training exercise matching the blueprint; her warnings were dismissed by a superior, per leaked Unit 8200 emails reported by Israeli media. [DOCUMENTED]
The IDF investigations found the Military Intelligence Directorate had received Hamas's plans over a period of years and dismissed them as unrealistic and unfeasible. [DOCUMENTED]
What the Record Does Not Establish
The record does not establish who inside the political chain of command saw which warning at what time; the IDF probes covered the military, and a state commission of inquiry remains the open accountability question. The conceptzia failed, and that failure is now the finding of the institution that held it.
