What the Record Does Not Establish
The pre-COVID pandemic exercise pattern, from Dark Winter through Event 201, is a twenty-year record of standing public-health exercises, not proven foreknowledge, and Johns Hopkins explicitly denies Event 201 was a prediction. The documented layer is the acquisition: the powers claimed, the money moved, the coordination litigated. Convergence, not command.
