The record does not establish a Qatar-to-Panican payment chain. It establishes Qatar's influence infrastructure, not every alleged downstream use of it. It does not establish that Laitsch recruited influencers for Qatar. It does not establish that the Thanksgiving influencer trip participants had FARA obligations. It does not establish that Owens and Fuentes coordinated in Rome. It does not establish that Qatar directed Carlson's editorial line. The Tucker-Lumen8 chain establishes facilitation by a Qatar-paid FARA registrant and Carlson's denial of direct payment.
The strongest rival explanation is ordinary soft-power statecraft. Qatar funds universities, hosts branch campuses, lobbies Washington, supports media outreach, hosts Hamas as a diplomatic channel, and courts politicians and influencers because states do that. The structural concern remains that the scale, timing, and conservative-media targeting are documented and politically relevant even when no illicit payment is proved.
